The Bases Conversion and Development Authority (BCDA) eyes the construction of a proposed virology and vaccine institute at the New Clark City (NCC) in Capas, Tarlac, allocating a five-hectare portion of the latter.
In a statement from BCDA last October 10, Monday; the Department of Science and Technology (DOST) signed an agreement that will benefit the Filipinos with an initiative of moving “a step closer towards the formation of the country’s premier virology research that will strengthen our wall of protection against infectious diseases.”
“BCDA recognizes the value of this virology research center in our battle against the COVID-19 pandemic, as well as any other infectious diseases that may endanger us in the future,” as quoted from BCDA President and Chief Executive Officer Aileen Zosa.
Looking onward to 10 to 15 years, DOST envisioned the institution as the foundation of research and innovation on human, animal, and plant viruses. The site development and construction of the facilities shall be financed by the DOST, and completed within six years from the signing of the agreement.
Furthermore, DOST has six months to submit a comprehensive development plan for the property, which must comply with the NCC Comprehensive Development Master Plan and Design Standards and Guidelines.
The portioned area may be used for 50 years, extendable by another 25 as per the agreement with the BCDA.
The DOST is now waiting for the passage of bills in Congress to construct the institution.
